Planning and Other Information from the 2019 AGM

Planning – Update

There has been nothing particularly seismic in the planning regime this year. In fact, it has been relatively low key this year.

We objected, along with neighbours, to a development that knocked down a house and planned for 5 replacement dwellings. The District Council saw it differently but reduced the approved development to 3 dwellings;

We supported Tanworth Residents’ Assn and the PC in their fight with SDC planning over the redevelopment of Cank Farm in Tanworth because it had some important planning principle points that required to be argued. This is now resolved.

There is one issue that has just reared its ugly head again after a couple of years of being dormant – Solihull MBC’s “Earlswood Garden Village” project.

Some of you will remember that a document was produced for Solihull MBC by Barratt in January 2016 outlining a proposal for developing a garden village between Earlswood and Tidbury Green.

This plan envisages building 3 blocks of 1000 homes each.
1 block is between Wood Lane, Rumbush Lane and Earlswood Station – backing onto New Fallings Coppice;
1 block is between Foreshaw Heath Rd and Earlswood Station – backing onto Clowes Wood; and
1 block is between Rumbush Lane, Fulford Hall Rd and the railway line north of Earlswood Station.

MPs are currently calling for the development of 2.1m new homes to be built in new “garden villages” in England’s GB near to under-utilised railway stations. This is despite the findings of CPRE that there is sufficient brown field land available to build over 1.25m new homes currently.

3,000 new houses will put another 5k or 6k cars on the local roads and Earlswood Station has 10 marked parking bays. I’m not sure how this will work. Watch this space!

Internet purchases

The EU has rushed through a new set of legislative anti-fraud rules regarding on-line purchases. The UK Financial Conduct Authority has said that the rules will be implemented in 2022 but a number of the big banks have implemented them already.

The one that’s probably most important to us is that if you try to buy something on-line, you will now receive a text message to your phone with a code that needs to be input before the transaction will be authenticated. This is called a “mobile passcode”.

The issue here is that, as mobile reception in our area is generally poor, many people may be unable to receive the mobile passcode in order to complete the transaction.

One way round this is to connect your mobile phone to the internet through your router which enables “mobile calling” and means that you can make and receive calls through your wi-fi.

However, you may buy stuff on-line using a PC or laptop and do not have a mobile phone. In this case, some banks, particularly TSB, Lloyds, Halifax / Bank of Scotland, have set up verification procedures through landline calls.

So, if you rely on the internet to make purchases, ensure that you can comply with the new anti- fraud legislation and remember that you may have to move your bank account.

Tax Changes

If you own a second home or own buy-to-let property and are thinking about selling any property in the near future, be aware that from next April, the CGT laws are changing and there will be large CGT bills attaching to their sale after April. So take tax advice as it might be advantageous to sell before April.
